政府或者个人应该采取哪些措施去保持公共场所干净的环境?

谈到保护公共环境卫生，我觉得政府方面制定相关政策是一个很奏效的行为。如果政府能够颁布一些规定来规范他们的行为就好了，比如见着有人随地扔垃圾或者公共场所吸烟，那罚他们的款等等。

Well, I think it’s the policy that could really work when it comes to this issue. So, it would be helpful if the governments could make some regulations to restrict their bad behaviors and sometimes a fine as a punishment for littering or smoking in public places would be effective.
