Thereality,however,isthatalmosteverycountryacrosstheworld,nomatterhowpooritis,isofferingaidtoothercountries.WhenJapanwashitbyTsunin2003，forinstance,itreceivedfinancialrelieffromnearlyallcountries,NorthKoreaincluded.Givingaidtothosecountriesinneedisalwaysregardedasarightthingtodo,notonlybecauseitcanstrengthenmutualfriendship,butalsobecauseitwillwinglobalreputationforthecountrywhogivesaway.Thisreputationwill,inturn,translateintovariousformsofsupport,financiallyorpolitically,fromothercountries.Acountrywhichnevergivesaidtoothercountriesmayverylikelybeisolatedfromtherestoftheworld.
